Environmental Remediation Staffing in Georgia: The Compliance-Heavy Niche You're Ignoring

Georgia's brownfield cleanup and Superfund pipeline needs HAZWOPER-certified field workers, and the training and medical monitoring requirements shrink the available candidate pool more than most contractors expect.

An environmental contractor in Conyers called us in mid-February needing six field technicians for a brownfield remediation project starting the following Monday. Their on-site safety officer had already submitted the work plan to Georgia EPD. The catch: every worker needed a current 40-hour HAZWOPER certificate and a valid medical monitoring file before they could step into the exclusion zone. We placed two workers that week, sourced two more by Friday, and spent another ten days finding the last pair. Lapsed annual refreshers and candidates who had only the 8-hour standalone course (rather than the full 40-hour initial) cut the realistic pool in half. The contractor told us it was faster than their last agency. That's not a compliment we felt great about.

Environmental remediation staffing in Georgia means placing workers who can legally enter contaminated sites under OSHA's HAZWOPER standard (29 CFR 1910.120). That requires 40-hour initial training for most field workers, annual 8-hour refreshers, and documented medical monitoring. The candidate pool is smaller and more credentialed than most light industrial or construction pools, and the compliance verification adds real lead time to every fill, even when workers are available.


What Environmental Remediation Work Looks Like

Remediation work is easy to conflate with other environmental or industrial roles. The confusion costs contractors time, and it costs staffing agencies placements that fall apart at the compliance step.

It's not recycling. It's not general construction cleanup. The compliance framework is different from both.

Environmental remediation covers the physical cleanup of contaminated soil, groundwater, and structures at sites where hazardous substances have been released. The work spans site assessment, soil excavation, groundwater treatment, sediment management, and waste disposal. Workers may be collecting samples, operating excavation equipment in protective gear, drumming contaminated soil, or running groundwater pump-and-treat systems. Physical demands vary by project phase, but the regulatory constant is OSHA's HAZWOPER standard.

In Georgia, the remediation pipeline runs across three distinct types of work: brownfield redevelopment (former industrial or commercial sites being cleaned up for reuse), Superfund site remediation (federally listed sites under EPA oversight), and voluntary cleanup program sites managed through the Georgia Environmental Protection Division's Hazardous Site Response Act framework. Port-adjacent sediment management work around the Savannah and Brunswick coastal areas adds a fourth category with its own logistics and access timelines.

This is a different labor market from what we staff on MRF lines and recycling operations. A field technician with RCRA waste handler training who hasn't completed the 40-hour HAZWOPER course doesn't meet the entry requirement for a remediation site. That distinction shapes everything about how we source and screen.


HAZWOPER: The Training That Defines Your Candidate Pool

The HAZWOPER standard (29 CFR 1910.120) is what OSHA requires for workers at uncontrolled hazardous waste sites, including brownfields and Superfund projects. A few training levels exist, and which applies to your project determines who you can actually place.

The baseline for most field workers is the 40-hour initial training, which covers site characterization, personal protective equipment selection, decontamination procedures, and emergency response protocols. Workers also complete three days of supervised field experience on top of the classroom time. That's the minimum for workers who may be exposed to hazardous substances on an active remediation site.

The 8-hour annual refresher is what keeps workers current after they've completed the initial training. It's not a substitute for the 40-hour course. We run into this more than we'd like. A candidate says they're HAZWOPER-certified, we ask for documentation, and it turns out they completed the 8-hour refresher as a standalone course years ago, often for a hazmat transportation role, without ever finishing the full 40-hour initial. That certificate doesn't satisfy the 29 CFR 1910.120 requirement for workers entering a contaminated site.

Site supervisors and safety officers need an additional 8-hour supervisor-specific course on top of the 40-hour. If you're bringing in a lead worker who'll manage others in the exclusion zone, verify that additional training before the crew mobilizes.

Medical monitoring adds another layer. Workers regularly exposed to hazardous substances under HAZWOPER are entitled to medical surveillance under 29 CFR 1910.120(f), which typically includes pre-placement physicals, annual exams, and exit exams. Contractors at active remediation sites keep these records on file for workers deployed to those sites. A new placement triggers a documentation transfer requirement, not just a skills check.

The practical result: the candidate pool for environmental remediation is smaller than it looks on paper. Georgia has tens of thousands of workers with general construction or light industrial experience. The subset who carry current 40-hour HAZWOPER credentials, valid medical clearance, and real experience in PPE Level C or D environments is much narrower. The best sourcing comes from former environmental contracting firms, military CBRN or hazmat-trained veterans, and workers with prior brownfield project experience. A general light industrial posting doesn't fill these roles on a short timeline.


Where the Georgia Cleanup Work Is

Georgia's remediation pipeline is active across multiple regions, and several drivers are running at the same time. Georgia EPD's Hazardous Site Inventory listed 453 active sites as of July 2025, down from 463 the year before — net reductions come when sites complete voluntary cleanup or satisfy EPD risk-reduction standards. That still leaves a large active remediation workload across the state, and the pipeline of newly assessed brownfield sites is adding to it.

Brunswick has four Superfund sites, the highest concentration in the state. The LCP Chemicals Georgia site, a former chlor-alkali plant, spans 813 acres and has active mercury groundwater and soil cleanup underway by Honeywell. The Hercules 009 Landfill (16.5 acres, hazardous waste disposal from 1948 to 1980) and the Terry Creek Dredge Spoil Areas are both in active EPA oversight. Terry Creek carries toxaphene contamination from a former pesticide plant. According to reporting from The Current, Terry Creek's remedial investigation is scheduled to start in 2026, with the feasibility study and any actual cleanup not beginning before 2027. Preliminary investigation phases still require field technicians and samplers now. The EPA's list of Georgia Superfund sites shows Brunswick Wood Preserving as the fourth site in the county. Environmental staffing demand around Brunswick and the Golden Isles is going to stay elevated for several years, given where those sites sit in their cleanup timelines.

The EPA recently announced $13.5 million in brownfields grants to Georgia communities. Augusta's Economic Development Authority received $1.5 million for 31 Phase I and 22 Phase II environmental site assessments. Columbus received $500,000 for the former Georgia State Farmers Market site cleanup. Chickamauga received $4 million for the former Crystal Springs Print Works site. These projects create direct field work demand at assessment and excavation phases, often within 12 to 18 months of a grant award.

Atlanta's brownfield program is ongoing, with an active FY 2025 EPA assessment grant funding site evaluations in targeted redevelopment corridors. The inventory of brownfield properties in the Atlanta metro is large, and assessment grants convert into cleanup contracts when Phase II work confirms contamination levels.

Coastal Georgia is the other significant geography. The SeaPoint Industrial Terminal Complex cleanup in Savannah — a $38 million privately funded project spanning 755 acres on Savannah's east side, completed in 2025 — became the largest brownfield cleanup by area in Georgia history. Terracon led the Corrective Action Plan implementation, directing full-time field crews across 84 distinct work elements, including excavation of contaminated wetlands and construction of a new wastewater treatment pond. That project is complete, but the contractor and crew relationships built around it feed into the active brownfield pipeline nearby. Port of Savannah expansion projects and the broader Brunswick-Savannah corridor continue generating sediment management and environmental compliance work tied to dredging and port operations. What Remediation Wages Actually Look Like

The national median wage for hazardous materials removal workers (BLS SOC 47-4041) was $23.31 per hour, or $48,490 annually, as of May 2024, per the BLS Occupational Outlook Handbook. That covers all experience levels and regions nationally.

The training premium matters here. A HAZWOPER-certified field tech with current credentials and a valid medical file isn't competing for warehouse work in Conyers at $17 an hour. They know their credential has market value, and contractors who post remediation roles at general light industrial rates don't fill them, at least not with workers who actually hold the required training. We've watched this unfold with clients who came to us after a month of failed direct posting. If you're asking a worker to carry a $400–$600 training investment and maintain annual refreshers, post at a rate that reflects that overhead.


Staffing Remediation Work: The Practical Steps

Start with the training documentation, not the job description. When we open a requisition for a remediation project, the first question isn't "what does the day-to-day look like?" It's "what's the HAZWOPER certification level required, and what's your medical monitoring protocol?" Those two answers define your candidate pool before anything else. The information that actually changes the fill timeline: PPE levels required, project phase, whether a HAZWOPER supervisor needs to sign off on our workers' crew assignments. Job titles are secondary.

Build lead time into the project schedule, not the staffing request. We can't compress a 10-business-day fill to three days on a remediation project the way we might on a general production role. Credentialing review alone requires document verification, and medical records don't transfer overnight. Four weeks of lead time on a remediation crew request gives us real options; two weeks gives us what's available. Contractors who build staffing lead into their project Gantt chart, rather than treating crew as a last-minute procurement, have consistently better crew quality and fewer day-one compliance issues.

Verify credentials, don't take a candidate's word for it. One thing we stopped doing a few years back: passing a candidate forward based on their verbal confirmation of training status. Too many near-misses where refresher documentation was expired or the initial course hours didn't add up. Every candidate for a HAZWOPER-requiring role now goes through document review before we present them. That step adds a day. It's the right trade.

For contractors running multiple simultaneous projects, consider building a pre-cleared bench.
